A multi-party Indian parliamentary delegation visiting the United States will carry a dossier underscoring Pakistan's role as the epicentre of global terrorism-including its links to the 9/11 attacks and the sheltering of slain Al-Qaeda chief Osama bin Laden in Abbottabad.
The dossier formed part of a detailed briefing by Foreign Secretary Vikram Misri on Friday to four delegations headed to various global capitals, sources said.
According to sources, the document is aimed at driving home the point that India is not the sole victim of Pakistan-sponsored terrorism. The scourge, they noted, has also struck the global financial hub of New York, underscoring its international ramifications. Similarly, the Indian delegation visiting Islamic nations will highlight how terrorism has adversely impacted Muslim-majority countries as well.
Congress MP and former Minister of State for External Affairs Shashi Tharoor is leading the delegation to the United States, Brazil, Panama, Guyana, and Colombia. The visit is part of India's outreach effort to build global support against Pakistan-sponsored terrorism and to explain New Delhi's position on Operation Sindoor.
Misri also briefed the other delegation leaders-BJP leader and former Union Minister Ravi Shankar Prasad, NCP-SP's Supriya Sule, and BJP's Baijayant Panda-on the messaging to be delivered during their respective visits. Responding to anticipated queries regarding third-party mediation-particularly from the United States-sources said the briefings reiterated India's position that the current ceasefire agreement was a bilateral understanding initiated by Pakistan's Director General of Military Operations (DGMO) to his Indian counterpart.
All delegations have also been asked to clearly articulate India's rationale for putting the Indus Waters Treaty in abeyance.
