India Electric Mobility Index: NITI Aayog has introduced the India Electric Mobility Index (IEMI), a first-of-its-kind tool designed to assess and benchmark the progress of States and Union Territories in promoting electric mobility across the country.

In a significant step towards accelerating India’s transition to clean transportation, NITI Aayog today launched the India Electric Mobility Index (IEMI)—a first-of-its-kind tool designed to comprehensively track, assess, and benchmark the progress of States and Union Territories (UTs) in their electric mobility initiatives.
The IEMI report was officially unveiled by Shri Rajiv Gauba, Member of NITI Aayog, alongside Shri B.V.R. Subrahmanyam, CEO of NITI Aayog; Shri Kamran Rizvi, Secretary, Ministry of Heavy Industries; Shri O.P. Agarwal, Distinguished Fellow at NITI Aayog; and Shri Sudhendu Sinha, Programme Director – E-Mobility, NITI Aayog.
Highlighting the importance of state-level engagement, the IEMI evaluates 36 Indian States and UTs on a score out of 100, using 16 indicators grouped under three core themes:
The Index not only identifies leaders and laggards, but also serves as a policy-enabling tool, supporting states in identifying key drivers of success and areas needing targeted intervention.
While launching the IEMI, Shri Rajiv Gauba said:
“The IEMI provides a clear and comparative framework to evaluate how states are progressing in electrification, infrastructure, and innovation, enabling them to measure their performance and learn from each other’s successes.”
Shri BVR Subrahmanyam, CEO of NITI Aayog, emphasized:
“NITI Aayog remains committed to driving India’s EV transition. The IEMI is a significant tool in shaping a decarbonized, energy-secure future.”
The IEMI is expected to catalyze state-level collaboration, policy innovation, and data-driven decision-making, playing a critical role in helping India achieve its Net-Zero by 2070 target.
